Public Open House Session

Public comment is now being accepted for the Title VI Plan update and Environmental Justice Analysis document.

Title VI Plan

Clark County-Springfield TCC assures the Ohio Department of Transportation (ODOT) that no person shall, on the basis of race, color, national origin, sex, age, disability, religion, ancestry, or low income status, as provided by Title VI of the Civil Rights Act of 1964 be excluded from participation in, be denied the benefits of, or otherwise subjected to discrimination or retaliation under any program or activity.  ODOT has required CCSTCC, as a recipient of Federal funds, to establish a Title VI Program. 

Annually, CCSTCC assures the planning process is carried out in accordance with Title VI of the Civil Rights Act of 1964, as amended (42 U.S.C. 2000d1) and 49 CFR, part 21.  Self certification will be achieved with Policy Board acceptance of the Title VI Plan and each subsequent Plan update.

Environmental Justice Analysis

In 1994 Executive Order 12898 Environmental Justice (EJ) included identifying and addressing the effects of all programs or activities of Federal-aid recipients, sub-recipients, and contractors, whether or not such programs and activities are federally assisted.  Executive Order 12898 was created to bring Federal attention to the environmental and human health conditions in low-income and minority communities with the goal of achieving EJ.  The goal of Environmental Justice is to ensure that any adverse human health or environmental effects of any government activities do not disproportionately affect minority or low-income populations.  EJ does not intend to provide preferential treatment to these populations, but rather fair treatments to all populations. 

As Clark County's Metropolitan Planning Organization (MPO), Clark County-Springfield Transportation Coordinating Committee (CCSTCC), is required to develop a Long Range Transportation Plan (LRTP) and a Transportation Improvement Program (TIP).
